Fix: tabs move animation for duplicated tabs (#5426)

* fix: check endValue for running animations only

* exit early when move is not needed

* ref: remove useless `positionChangedAnimationRunning_`

* check for parent notebook visibility instead

* ref: rename `pos` param to `targetPos`
